Local Party Executive Officers 2026
Officers get elected to the executive at our Annual General Meeting (AGM) each year to run the local party. The agenda and timing of the AGM is publicised to our membership in a timely manner, as set out by party rules, to give members the opportunity to participate.
Local Party Chair - Michael Sturt-Joy
The role of the Chair is to:
- Chair Local Party, general and executive meetings
- Act as the point of communication with HQ and the region
- Ensure compliance (along with the Treasurer) with PPERA
- If another member is not so appointed, ensure compliance with data protection law
- Ensure compliance to party constitution
- Manage the local development plan and ensure it is fulfilled
- Oversee Parliamentary candidate selection with the support of the Elections Officer
- Ensure that the Local Party maintains the standards and practice expected
Local Party Vice-Chair John Littlechild
Local Party Secretary Elaine Drage
The role of the Secretary is to:
- Produce agendas and minutes for meetings
- Manage the diary of events to avoid clashes
- Inform the Chief Executive of the Federal Party and the secretary of the Regional Party of executive officer appointments and other matters required by this constitution apart from finance
- Consult the Local Party constitution
- Other administrative tasks
Treasurer Clive Fletcher
The role of the Treasurer is to:
- Prepare and monitor the yearly budget
- Submit PPERA reports
- Oversee fundraising targets
- Liaise with election agents
- Keep accounts ready for audit
Membership Officer Phillip Killoran
Phillip, a relatively new member who got involved in the party in October 2024, after we saw his potential and encouraged him to stand for council. He's now a Pershore town councillor and unitary candidate; he's keen to grow the team and provide training and support. Phillip is also looking to run social events for members and supporters, such as: Lib Dem boardgamers.

The role of the Membership Development Officer is to:
- Organise and run recruitment campaigns
- Follow up ‘At Risk’ with members
- Ensure there is a range of events, social and political (in co-operation with the Secretary)
- Encourage members to move on to Direct Debit payments
- Secure accurate records of local party membership in the Federal Party’s central membership system
- Check regularly for new members, welcome them, and organise new member interviews
- Inform the Executive Committee of new members, in accordance with Section 4.4 of this Constitution
- Produce a regular members’ newsletter (work with others)
Diversity Champion Sally Jones
The role of the Diversity Champion is to:
- Develop an understanding of the diverse communities in the area of the Local Party
- Identify the under-representation of those communities within the Local Party and the executive/officer roles
- Work with the Local Party executive to devise and promote a strategy to engage members of under-represented groups, to encourage them to join the party, and to support them to become active in the management and decision-making processes of the Local and wider Party
- Develop links with community groups
Local Party Honorary President - Lady Carolyn Harford
As the title suggests, the President of the local party is an honorary position awarded to someone who has given great service to the party and who offers support and advice without any formal duties.
In some local parties, the President might be a national party figure, like an MP or member of the House of Lords, who offers to mentor the local team. Other local parties honour someone local who has worked long and hard in their borough or constituency.
